I don't think it would actually be GT5 on PC, but rather a spin-off that would use the same assets as GT5 but had a microtransaction model which fits best with the chinese market.

I know its dominated by PC games, people have no money to buy a console. The piracy there, however, is rampant. Only MMO's seem to work there.

No, but GT PC would probably be something like Need for Speed World Online, the Free-2-Play PC exclusive announced around the same time as Shift.
Unfortunately Grand Turismo won't come to PC. Sony ain't that dumb. There's too many pirates on PC.
