How exactly was a demo going to work in EU and NA? Were they going to press two seperate discs or is there some disc that can jointly be read on the 360 and PS3?

That's exactly what I was thinking while reading through this article.

The reason the demo isn't coming over is because it's exclusive to PS3. It alienates a large section of the market for this game, especially in NA where 360 sales should likely trump PS3 sales of the game. Obviously this problem does not exist in Japan seeing as how FF XIII is only coming out on the PS3 there. It makes more sense than suggesting a port that hasn't even begun yet is holding up a demo from being localized in the West.

so? i think xbl have got multiplatform demos before, why the ps3 can't?

its not a xbl version gold version would not be able to come (in a year when they making port after a already localized version).
