I know what it means, but how do I do it? I wouldn't care if I have everything deleted. I have nothing downloaded. Nothing that I care about anyway.

Well a Dell PC should have an image recover partition that wouldn't really require a format or install (I think pressing Alt+F10 during POST can access the recovery partition). This is usually a last ditch effort to get rid of viruses, but is sometimes considered required maintenance for a Windows install.

@Xxain, how does downloaded files slow down your PC? What you are saying makes no sense, IMO.
