This is just a low budget game Koei release every year, no need to call it a flop, the engine and most of the assets are already paid for. It doesn't cost them much to continue to release an updated annual version. Anyway, PS3 version has outsold last year's first week first day this year, and both PS2 and Wii versions are close to first week after first day. It's certainly looking like a decent improvement on last year.
