Kefka gets a easy mention here just for Dancing Mad, which is still probably the single best battle theme ever put in a game. I have never heard such an emotionally exhausting song in 16-bit.

Otherwise, the final boss of FFXII. Especially if you knew what the fight was about.

has to be Kefka by the time you get to the end of ff vi you hate this guy with a passion for what he has done your party and the world, and just want to beat the crap out of him. The whole last battle with Kefka is just really cool.
