No. That is merely a nightmare scenario. Additional gameplay in Metal Gear is what's known as regression. It's a trait that was popular back in the NES days back when Kojima was forced to fill his feature film with gameplay to beef up the experience and fill the void of being unable to produce cutscenes at that point in time. As consoles advance into the future, Kojima will no longer have to use gameplay as a crutch to flesh out his movies. His vision will be complete and all will rejoice.

how is the OP biased? his/her points are perfectly valid, MGS4 or MGS5 would have great difficulty fitting onto a Dual-Layer DVD

I don't know, it sounds like your driving argument is that it would take more disc space. But I feel like under those constraints, they likely would have just had to do more compression. It might have used more disks, but who cares?

Depends. If you take out the hours (and hours) of uncompressed audio, or at least, you know, compress it, cut down on texture quality a bit, make the game more gameplay-balanced... I think it would be perfectly doable.
