I think what the article is suggesting is that cutscenes will have to be cut down. We won't be able to have 9 hours worth. In fact, it might have to get so small that cutscenes may have to be substituted for actual gameplay and maybe the return of Codecs. Oh the humanity! Here I was thinking that eventually Metal Gear might get so "large" that in a few more iterations we'll get to Kojima's true vision, a 20 hour CGI feature film with a save option every half an hour!

No. That is merely a nightmare scenario. Additional gameplay in Metal Gear is what's known as regression. It's a trait that was popular back in the NES days back when Kojima was forced to fill his feature film with gameplay to beef up the experience and fill the void of being unable to produce cutscenes at that point in time. As consoles advance into the future, Kojima will no longer have to use gameplay as a crutch to flesh out his movies. His vision will be complete and all will rejoice.
