As in, you have to get mod permission to control it, so people can claim to have said different things to what they actually said

Mods can just keep the old titles on record for that. This is about things like hitting the wrong key. Or forgetting to put a word in that makes a title look like broken English.

If you don't like trolls chaning a title when called on it, we could do Capcom-Unity's system, which is allowing title editing until the first reply or so.

The reason that titles are un-editable isn't tecnical restrictions. It's on purpose.
It's because this takes away the chance of people writing a "yes/no" title, and people answer just yes/no. Then the OP changes the title to "do you like ******" (I didn't think of anything, let's see how dirty your mind is). The answers still stand.
Of course, a "wipe thread" option might come. This allows you to change the title, but erases all comments.
