Baldurs Gate 2 > Planescape > Baldurs Gate. I don't consider Planescape the best RPG ever, but it's easily one of the best and far better than Xenogears. What makes Planescape so unique is it's wonderful story/narrative/writing/characters, which are the best of all time.
This would have been the greatest RPG ever if they finished the game, but they never did, so we'll never find out.

Agreed on the Baldurs Gate 2 > Planescape > Baldurs Gate.
Also agree with Planescape being one of the most awesom RPGs ive ever played, epic story + characters made it a win for me.
