Didn't we know about the karma system for months?
The surprise to me is that it's now "Empire" city when it used to just be New York.
Guess they were afraid they were too much like Prototype.

Well, we knew it was there, but we never had a lot of details on it. You should read the preview if you think we knew anything about it previously
And I don't recall it being in New York, but I haven't followed it that closely, so I could be wrong.

I did read it... it's a pretty typical Karma system.
