XBox 360 = 28 million Versus PS3 = 18 million in non-Japan regions helps the X360 multi-platform titles sell more. Big deal, the PS3 wins Japan region it has 3 million to 1 million install base over X360 in Japan. PS3 sells 5 times the rate as X360 in Japan.

Some of the western orientated games do not sell at all in Japan. X360 gets a 3 to 2 victory over PS3 for most multi-platform titles that matter.

The only PS3 games that sell more as multi-platform are traditional PS titles that appeal to japanese gamers which help then narrowly hold out the X360 versions. Eg: DMC 4, SF IV and RE5 have sold 55% to 45% in favour of PS3 over X360.

So the ps3's userbase being higher than the 360's in Japan accounts for the superior sales of the ps3 versions of RE5 and SFIV, but the same does not work in reverse for other games?

Welcome to the world of Business. Higher userbase = more sales. Not alot of people didn't buy it for the wii because some people are lazy and would rather sit and use controllers rather than a wii-mote.

It's partially install base, and partially demographics.  The ps3 and 360 have smaller userbases than the Wii, but arguably a higher percentage of "hardcore" gamers.  Thus games like Call of Duty won't sell so well on the Wii, but games like Wii Fit and Mario Kart will blow the sales of any ps3/360 game out the water.

The ps3 and 360 are more harcore systems, with the main difference between the two being where those gamers are from, and what types of games they like (East vs West, that type of thing).

Asking why Call of Duty sells better on 360 would be no different than asking why Street Fighter sells better on ps3.

If you compare the tie ratio instead of absolute sales, you'll see that many multiplatform games sell better on PS3 than on 360 (even GTAIV, for example).
Plus, it actually makes sense distinguishing the regional submarkets. Japanese gamers are not going to buy CoD games and europeans won't go mad over a Madden american football title.
The X360 being NA-focused makes a big difference on these titles.

The Wii is a different beast, again because of sub-markets. Some multiplatforms sold less on the Wii because they were either catering to a small subset of the huge install base or a gimped version of the one available for other consoles. Combine those two in the fact than many Wii "core gamers" also have one or both HD consoles, and you'll see that even they might prefer a different version.
