A close second. The reason why ToA is not better then ToV is because of the following reasons:
- The skits are not voiced
- The battle system is not as addictive as ToV
- Better music and voice acters
- Looks a hell of alot better then ToA
- Characters are better with overall more compelling back stories but ToA's characters are great and have great back stories as well.
- Better paced then ToA
- ToA does not have a Yuri Lowell in it
But ToA beats ToV in some ways as well and the following reasons are:
- Villains are way more developed in ToA then in ToV
- Has the best rivalry i have seen in a jrpg
- Luke the main character has a great character development

Lufia 2: Rise of the Sinistrals.
A 10 page backstory is not what makes a character great. Few characters in jRPG history have been portrayed as well as Maxim and Selan.
