 Assuming the "average PC" has no video card, it seems right. Hell, even the i7 965 is 3.2 GHz x 8 threads x 2 flops per thread = only 51.2 GFLOPS compared to 218 GFLOPS or the like of the Cell.

thats mainy due the x86 bootnecks, it's better to use a 64bit+ version of the cpus.
