Well it has the best characters lineup of the series, but the story is quite bad (specially the Nibleheim part), the gameplay is good but not special and the minigames quite forgettable.
The OST is great on the other hand.

Overrated? Quite possibly yes but it should not be denied the foundation and the attention it brought the Genre on a whole. I do think that its a great game and one of the better Final Fantasies, although it feels really aged and I hope Square hopes to rectify that soon.
The only other FF ill put above VII is X and thats because of its Gameplay and Graphics and Cast!

VII is not a bad game, it's not my favorite and I don't think it was the best game ever though. personally my favorite is IX.
It is a great game but if we are saying it is the best rpg ever, than yes it is over-rated. It is not even the best Final Fantasy game as parts 4,6,and 9 are all better than 7. Chrono Trigger which came before it from Square is also quite a bit better than ff7.
FFVII was great but I'd rather play FFIV, VI or III. I'd definitely call FFVII overrated.

Strip out the prerendered graphics and see how many people still like it. To me prerendered graphics and cutscenes made that game without that stuff it would be a regular rpg and it wouldn't get the hype it got.
Games that shoot genres into the spotlight tend to be over rated. As my first RPG I still don't think that FFVII is the best in the series let alone ever.
It was however a wonderful experience that lead me to thirst for many more like it, and I will always appreciate it for sparking the love of games that were about more than instantaneous action. I never cared about characters or stories till FFVII. I felt so upset i turned off the game when Aeris died. Using cinema to achieve such a connection and sympathy was no doubt amazing for it's time.
It was consequently beaten in just about every single FF after. I still think that for it's time FFVIII has the best balance between being cinematic, gorgeous, with interesting characters, and fun battle system(even though it's just a cross between FFVII and FFVI). Triple Triad was the best mini game ever.
