Everything was going to go downhill once that 1.1 million number was mentioned, people are actually under the impression that the game will sell every single shipment copy in a week.
360 has a lot more shooter fans, thats why.

1 million preorders could refer to 1 million retailer preorders (ie the size of the initial shipment) If you have a link I would like to read it
1.1 mil preorder number must have been a lie. The difference is waaay too much. Most people who preorder games buy them. In fact I don't know anyone who preordered and didn't buy personally.
