Germany, France, Italy, Spain - they are not big markets for shooters, and the 360 (I'm not commenting on whether or not this is true) is still seen in the public eye as the shooterbox |

Also, the Xbox360 seems to be carefully targeted for the USA young males. Much of the heavily stressed network centric strategy won't work in countries where broadband has limited penetration. The Netflick deal is USA only and the offer of movies in European marketplace is really poor. Hockey or football games mean squat, here people want soccer games and in the mind of most youngsters soccer games=playstation. And there's nothing like the fratboys demographics, so while Halo and Gears do sell well enough among enthusiasts, they are far from the cult status they seem to have in USA.
If they had come out with a Halo themed soda here ppl would have gone "uh?" and laughed :)
Plus here in Italy, but I think it can be generalized to most Europe, Microsoft bears the stigmata of marketing bad/faulty products because of its OS family, and the Vista PR debacle didn't help.
Windows and the Office suite are felt mostly as an imposition or at best a necessary evil in Universities, Research facilities and Public Administration. And even the less tech savy users who could not care less about OSs will usually rely on tech assistance from guys who will bash the MS products and offer illegal installations as soon as possible.
Oh, and as the poster from Germany said, all tech-savy kids dabble in PC gaming so that Xbox360 games that also appear on PC have really limited appeal.
