So can I run it if I have an Intel Core 2 Duo @ 1.50 GHz? That is essentially the same as a 3 Ghz single core right?  Canyourunit.com said I can run Europa Universalis III.

It's not the same as a 3Ghz single core, but you might still be able to play it. What's the CPU's model number other than Core 2 Duo?

Oh... The CPU itself will probably be strong enuff, just barely, but since that's a laptop CPU I suspect your grafix card mite be too weak.  So let's hear what grafix card do you have?

I have a T8100 Core 2 Duo at 2.1ghz with 2 gb ram

My graphics card is an NVIDIA GeForce 8600M 256MB

That'll be fine won't it....

NVIDIA GeForce 8600M GS with 1010 MB RAM and 3D acceleration.  Btw, thanks for your help Squill.

Yeah, you'll both be fine. Quite low settings though obviously, but playable. The 8600M GT/GS's are popular in gaming laptops.
