Evaluate two reasons for the provision of health care by the state (NHS), not including externalities. Can anyone give me a push in the right direction or an answer? Tis hard :)

It would be easy if you could include the positive externalities of healthier citizens... hmm....
I suppose you could mention how fragmented and inefficient our health care system is. I doubt the Gov could do a better job though.
Oh! I remembered one reason:
essentially right now, each individual person has to bargain with their insurance company for good rates. If the Gov did it for everyone, they would have ALOT of sway and would almost certainly be able to get a better rate for prescription drugs, lowering their price and increasing their availability.

everyone has coverage; if everyone has coverage then more people would have regular check ups so that it would prevent more serious, costly emergency room visits in the future;
