Koei and Tecmo aren't very large, and Tecmo even more so, What's the highest selling game they've released in Japan?

I guess I hit "quote" instead of "edit." Screw it.
"[Our former customers] are unable to find software which they WANT to play."
"The way to solve this problem lies in how to communicate what kind of games [they CAN play]."
Satoru Iwata, Nintendo President. Only slightly paraphrased.
well, it looks like capcom and Konami need to merge now... they should complete it all....
Then Atlus and Nippon Ichi will merge... The Japanese Game devs / 2
End of 2009 Predictions (Set, January 1st 2009)
Wii- 72 million 3rd Year Peak, better slate of releases
360- 37 million Should trend down slightly after 3rd year peak
PS3- 29 million Sales should pick up next year, 3rd year peak and price cut

This would make a lot of sense, imo.
^
but combination of Atlus and Nippon Ichi would still be a rather small dev though...
MikeB predicts that the PS3 will sell about 140 million units by the end of 2016 and triple the amount of 360s in the long run.
outlawauron - Less than a million. Tecmo only has two games over 1 million sold, and only one get a million in a single region (NA). Those are DoA 3 and 4, of course. On the flip side, Koei only has 3 games that broke a million (DW 3+4 + SW) but all of them did that in Japan alone.
That aside, this should be very good for Tecmo (which was essentially dead without a merger/buyout) and okay for Koei. Koei isn't getting much in the way of staff, but they are getting some mid-range IPs out of the deal and all of the engine work that has already been done (which they need). Also, should they come out of this generation intact they will be far stronger than ever before, even if they aren't going to be worth the combined value that is expected of them. .9 shares for the Tecmo shareholders is a bit overvalued, though, considering what little they bring to the table.
You do not have the right to never be offended.

Konami if you are only counting third party. |
Oh yeah, Konami of course. 6 big publishers left in Japan.
