This is misleading because those guidelines are for pictures viewed within a couple of feet.  For larger prints, they're very reasonably relaxed because you don't anticipate people being within 12 inches of your print.

With a TV set, you'll usually be at least 1.5x as far as the diagnoal -- that is, if the set if 50", you'll be at least 80" away.  Personally, I'd rather be about 120" away from a 50" set, so 2x is more reasonable.  And at 120" away, you can't notice 10,000 PPI -- you probably can't discern between 900 PPI and 400 PPI at that range.

I don't disgree with your main point -- that a resolution of 1920x1080 isn't high enough to be unsurpassed by technology in the future -- but suggesting that you need 10,000 PPI for a TV set is silly.
