The issue of them developing so many games on the X360 comes down to market timing - The Xbox 360 was an available console with a growing install base well before Playstation 3 development kits came out. So their options were to develop on a potentially good console (that was very similar to the PS3 in case sales were bad and needed port), or risk having no games lined up in 2007-2008 due to the delay in production for the PS3.
We've seen in at least 1 games' case (TLR) it's come down to them being unable to develop for the Playstation 3 using Unreal Engine 3. With Star Ocean 4, the developers said themselves, and directly, that it came down to having 360 dev kits well before PS3 dev kits - had they of gone with the PS3, they'd still be months if not years out from Star Ocean 4, and with no other games being able to be produced, they would have lost money (developers still need to get paid regardless if they're making a game or not).
In hindsight was the X360 the best bet for exclusivity on those games? The argument could be made. However developers didn't have that kind of foresight - and even then, seeing how abysmal PS3 sales have been, it could also be aruged they made a good (but not great) choice to go with the 360 - the better one would have been the Wii.

You must realize that there's a difference between the first version of Final Fantasy XIII for Japan and the North American XIII version - The major reason for delays in the games has been that Square has always begun the translation after or nearly after the Japanese version has released. Because of this, there may be some delay due to translation, and not actual production of the game. So because of this delay, it's feasable that the translation will be worked on and produced in tandem with the actual porting of XIII to the 360 for the West.
So because of that, there wouldn't be an actual delay - While they are working on the VA and textual translation to the PS3, they would be doing the same for the X360 + the actual port work. If both were done in tandem, there shouldn't be a delay because they'd still have to ensure the Playstation 3 version was Q&A'd properly for a Western version, just like the 360 version.
