They could yeah, although from a business perspective, it's usually easy enough to make an alternative control scheme for those without Wii Fit that they might as well.

If they can have a userbase of 45 million I don't see why they would want to reduce that userbase to 14 million. So as Demotruk said it would be better to have an alternative control scheme.

Also, take into account that a large portion of the purchasers got Wii Fit with the intention of getting Fit, not playing games, and you really have a smaller userbase interested in gaming on the thing. If all 14m bought it just to play games, games like Shuan White and Skate It would be doing much better, as they would really only have like 5 games to choose from for the "system"
Also, I do think there are 1-2 Balance Board games out there already which are Wii Fit knockoffs.

I don't think so. The more controller options the better. This is why I am pitching a game to Ubisoft that can use the Gamecube controller, Classic controller, Wii Remote only method, Wii Remote and Nunchuck controls, and Wii balance board controls that also has Wii Wheel and Wii Zapper support.

Co-sign this. Most wii fit people aren't gamers.
Also, approaches like Shaun White are probably best where (I think) both control schemes are available.
