oO Brussels is the capital of Flanders, but yes the majority speaks French over there.
And that's because when Belgium was founded in 1830 by foreign elites, the French elite did everything to abolish dutch. Official language everywhere was French, one of the first acts was changing the dutch city Brussels in French. Only 15% of the people living there spoke french, result Dutch migrated away, french migrated to Brussels.
Seriously dutch is only became a official language after 1900 and that was only in theory. It was after the second world war that things started to change.
The capital of wallonia is Namur.
