There are a so many games that come bundled, in a package deal, given as freebies at conventions, have gamestop trade-in extra deals and so forth that in order to make sense of anything one would have to either remove those games from the equation, or simply allow them.

Then how does one go about saying whether mario kart comes free with a wheel?
