It was a game I played all the time as a kid and I still have the CD lying around so I tried installing it. Wouldn't work, it figures.
I did a google search of "Circuit Racer" and nothing came up, at least, that was related to the game I had played so many years ago. I tried going to the 12 year old website URL of the company who made the game (WizWorks) and of course, it was long gone. It took me to Atari's website. I guess they picked up the developer or something.
Here is some info to help refresh your memory if you have played it (taken from the instruction booklet):
