Not at present; market penetration isn't high enough (there is some doubt as to whether it will become mainstream at all, certainly not soon) and prices can and will drop by a half if you wait a year or two.

HD isn't worth it unless you can tell the difference between the pictures. Find some way of getting your parents to compare the same picture in SD and HD on similar screens.

My advice: buy another DVD player, unless you need a PS3 for other reasons.

If you're talking 'bang per buck' then the PS3 is a fantastic value BR player, but the fact stands that it is beaten in quality by a lot of standalone players. Some may cost more and none play games, but they are a better player none the less.

In which regard? AFAIK the PS3 still is the player that is loading discs fastest because it has considerably more firepower with its CELL chip than competing players.
Its big hard-disc, WLAN internet connection etc. are also great for Internet features, updates ...
It also has almost all standards BluRay 2.0, BD-Live, 7.1 sound ...

The only thing I would concede is the noticeable sound of the fan, which may be annoying (Of course you need to buy a Remote instead of the controller) And the high power consumption.

Or do you mean picture quality? I am no audiophil/videophil (does something like that exist) and I didn't compare it with other players obviously but it looks almost perfect so ...

Around the Network

Does the computer have HDMI? If not, I wouldn't recommend getting a PC Blu-Ray drive. Your options for exporting the video signal will be significantly more limited and you might have trouble connecting it to your TV.

Do your parents play video games? If they don't, a PS3 probably isn't necessary. If they wouldn't mind purchasing a PS3 for the added benefit that you get to play video games, it might not be a bad suggestion. The PS3 is a phenomenal Blu-Ray player among other things. Great media server too.

Compared to getting a regular upscaling DVD player, Blu-Ray players are pretty cheap now. A good upscaling DVD player will run you $50, whereas you can find a decent Blu-Ray player for $200 or less. The Blu-Ray player will upscale all your DVD's, and it is guaranteed to upscale them to 1080p compared to some DVD upscalers which will not do that. Here are some pretty good standalone players

WARNING: I would recommend doing a little research on a player before you decide to buy one. Typically the newer the player is in terms of the model and when it was originally manufactured, the better. Less likely you will have to do a firmware update as well.

I have yet to hear anything that the picture quality is worse on the PS3 than it is on any other player.  Care to enlighten us as to why or give some corroborating evidence to support your claims, because I don't believe them.  Your TV is going to affect your picture quality WAY more than your player will. 

And even people who know a great deal about picture quality would have a hard time telling the picture apart when watching a movie on two different players on the same TV.  Individual specs of a player will affect the picture quality very little (sound quality can be a completely different story based on what audio formats the player supports), as optical media is sort of designed that way to begin with as long as the minimum player requirements set out for that type of opitcal media are met by the product specs (which they have to be in order to get licensed).

I'm not saying it doesn't matter, but few people will notice a difference based on the player itself.

Oh, and by the way, if you do get a Blu-Ray player don't waste a whole bunch of money on an expensive HDMI cable. A cheap one will work just as well. If you are worried about HDMI 1.3 (which you probably won't need to be), then you might look to see if the cable is HDMI 1.3 compliant, but you can still find cheap ones that are.

It won't affect the picture quality much at all.

If they don't mind spending several hundred:
I would recommend a PS3 since your T.V. supports 1080p.
If they're not digging the whole Blu-Ray scene, they could use it as a upscaling DVD player (verify?)...

If they do mind spending several hundred:
They could just get an upscaling DVD player.
