In 1997/1998, as DVD drives became more common in people's computers, the first DVD based games started to show up ... It wasn't until 2003/2004 that DVD based games (really) started to outnumber CD based games. There were two things that made it take so long, DVD drives had to become readily available and inexpensive and it had to be cheaper to produce 1 DVD disc rather than multiple CDs.
The problem with Blu-Ray is that the drive doesn't offer much value to a PC user without the software being printed on it because (while you could probably notice a difference) High Definition video on your PC does not add that much value over standard definition, and your PC is far from an ideal watching environment. DVD (initially) got a pretty big boost from data archives because a writeable DVD disc provided a ton of storage space compared to hard-drives of the time, and there wasn't many other mass stoarge options ... In contrast, a single sided Blu-Ray disc is a fraction of the size of a modern hard-drive and USB based external hard-drives are very inexpensive.
Until Blu-Ray drives become so inexpensive that they're included as standard hardware on most PCs, and most people upgrade to Blu-Ray if they have a problem with an old DVD drive, I don't see many companies delivering their product on Blu-Ray as a standard.
