Who gives Game of the Year awards? Journalists - the same people writing the reviews so obviously the review scores indicate the likely candidates.
We will know Left 4 Dead scores quite soon, but I say its going to be hard to beat Gears 2 since the latter has an amazing multiplayer AND single player and already heading towards a Metacritic rating of 93-95.
Gears of War 2 will probably win Shooter of the Year.
Even though Left 4 Dead will probably deserve to be Shooter of the Year.

well you said it yourself :P even thuogh we love to compare games, I don't think they will compete for the same players. COD5 will have a tough time I think. I'm sorry for Zombie Panic though haha that one will surely lose players, but it's a mod, so no problem :P

Its not cookie cutter shooter #1,2,3,4 they all focus on different niches. One Sci-Fi Third person shooter, One Survival Horror action adventure type, One survival horror multiplayer, One generic WWII FPS. So if you buy all 4 you can be assured of getting a distinct experience from all of them.

@Vlad even still I've never bought 4 full priced games that are releasing weeks within each other. Not to mention the amount of time I'll be obsessed with VG achievement races! Plus I don't have many people to play with, one of my friends recently modded his 360 and isn't going to pay for live anymore.
My honest thoughts.
While I'm a huge fan of the first gears of war (i currently have over 5,000 kills in ranked matches), i really have no interest in the sequel, but i know it will be good.
In contrast i really want to play Left 4 Dead, i was eagerly awaiting something different, and i can't wait to be a zombie and eat my friends

Actually, it's because R2 probably doesn't have a shot from a critical perspective, or from sales. I'm sure the odd site would give shooter of the year to the odd game, but what I assumed was that we were judging the most universally accepted shooter of the year, and though R2 has a chance, it's slim to none, imo.
