Gears of War easily. No contest. The title was rated as a superb and outstanding shooter when really it was another run of the mill title. And Gears of War 2 shows just how run of the mill and simplistic it was as it advances so much further and shows what the first should have been. GoW 1 should have been rated 70's but got 90s and now they are going to have rate the better game GoW 2 better which is almost impossible so it'll probably get gipped.

Don't know what it is with reviewers and rating stereotypical run of the mill shooters so well and then pay for it when they rate the not run of the mill the same.

It depends on when you played it really. I've noticed that if you played it as soon as it came out it was ZOMG. But if you played it after playing the countless HL2 clones (halo 2 and up, Gears, R2, etc. etc. etc.) it really won't have as much of an effect. If you've played HL2 when it came out any games following it that are ZOMG AMAZING are just boring and bring nothing new to the table. Or it seems it's a trend that I noticed. Maybe you are the one to break it?
