It took me a long time to make the decision, but the games that really helped me make up my mind: MGS4, LBC, Resistance 2, and I'm definitely hoping Killzone 2 turns out to be somethin good....
1: Is the PS3 version of Fallout 3 really bad? I wasn't interested in it at first, but after watching some vids of it's gameplay, I thought it looked really cool. What exacly is wrong with the ps3 version? And about how many hours of gameplay does it have?
2: Are there any good exclusive RPG's out right now, or coming to the PS3? I've heard all this talk of JRPG's being made mostly for the 360. My reactions about it are mixed - I love RPG's but I've also never played a single JRPG. I'd like to try one out sometime though - the gameplay on some of them seem really nice.
3: MMORPG's - Do they even exist on consoles at all?
4: This might be an awkward question, but it's a big one for me - When it comes to online play, is PSN poplular? For example, if I was to play somethin like Unreal Tournament 3 online, would I have trouble finding a game to join? I used to play Call of Duty: United Offensive for hours upon hours on my PC. I quit for sometime, then went back to it only to find out that there wasn't many servers to choose from anymore since everyone had moved onto CoD2. Now it's probably worse with CoD4 out, and will probably go near-dead when CoD5. Will I have have this problem when it comes to playing FPS games online? It's something I've been wondering about for a while...
5: Install times - they were frustrating in MGS4 when starting a new Act. I thought I'd only have to go through them once. Is there somethin I can do about it?
That's all I can think of for now.
I've bought both a 360 and PS3 before to try them out, and refunded both. Unfortunately, I was never able to connect to PSN, probably cause I didn't have a router. So what I'm gonna do is buy a PS3 with a router and see if that works. If for some reason it doesn't, I'll basically be forced to switch to 360 since I won't even bother with either if I can't play online. It was kinda hard for me to decide on a PS3 since 360's are so popular here in the US - having the more poplular console would be nice since you'll be more likely to play with people you know.

1) Not really sure. It's definitely at least slightly inferior to the other versions, but usually multiplats are the same. I believe there are some serious bugs on the PS3 version, but nothing that won't be patched soon. You may want to wait. Note: I haven't played it and I don't intend to buy it. The idea of the game just doesn't appeal to me.
2) Oblivion is a great WRPG, perhaps the best available, and one of the few multiplats which is clearly superior on PS3. Not exclusive though. Valkyria Chronicles is a very good SRPG, FFXIII will probably be better on PS3 and FF Versus XIII is PS3 exclusive, and should stay that way. One of the 360's major JRPGs, Eternal Sonata, was recently released on PS3. Oh, and White Knight Chronicles is an exclusive JRPG coming soon. Oh, also, there's Folklore. It looked pretty good from the demo and has a 9/10 on IGN, but I haven't played the full game myself. Try the demo, and don't be put off before the fighting starts. That's exclusive.
3) Nothing big at the moment. There's a PS3/PC RPG called Free Realms scheduled for 2009, but MMOs don't work very well on consoles, without a keyboard to type messages.
4) Oh, no. Most major FPS games have huge numbers of people online. PSN is extremely popular, not least because it is free. Of course, enthusiasm goes down with time. Playing a game online up to, say, 6 months after launch, thousands of people will be playing. This will slowly go down. I have noticed that UT3 numbers are pretty weak right now, but COD4 is still going strong, and may continue to do so even into COD5's release (It won't be as good, believe me)
5) MGS4 is a huge game, the only PS3 game to use a double layered blu-ray disc (50GB) instead of a standard BD (25GB). Installs were necessary before each act because otherwise, loading times would be a nightmare. As far as I know, MGS4 is the only game to have more than one compulsory install; some games don't have a compulsory install at all, but provide the option to do so to shorten load times (Soulcalibur IV and UT3 come to mind). I haven't seen any games with no install options whatsoever.
The four games you mentioned all are/will be brilliant. I can also recommend Uncharted, Oblivion (ONLY if you like RPGs), and Ratchet and Clank Future: Tools of Destruction (especially if you have played the PS2 games). There are, of course, numerous other good and very good games on PS3 (such as Valkyria Chronicles and Dead Space), but the ones I have named (as well as the ones you have named) are among the best.
