Looking at Bioshock sales on the PS3, it is clear that if you buy a game's exclusivity for long enough, you essentially make that game your own. Given the miniscule sales of Bioshock on PS3, the feasability of Microsoft buying a window of exclusivity on the second title just massively increased.
Mass Effect 2 is a different story. Whereas Bioshock 2 may not directly follow on from the original story-wise, the second Mass Effect almost certainly will. So EA has an incentive to accept an offer of payment from Microsoft in return for (at least a window of) exclusivity.
