right now i m in chapter one,but my mask(on the character's head) is not same as this picture,,,it's half way there but it doesn't look like that.it's missing a big chunk in the middle of the face(now it's glowing  blue/green).I m just wondering if mine is buggy or wether the suit will be completed over time.

In the game you will be able to upgrade your Rig (suit). It looks like that now, but it will look different as you progress and upgrade.

^^^so ,it's not a bug,,right?now without any upgrades it doesn't look like that pic

one more question ,,how do i rotate the mineral cutter gun?

 Secondary fire.

While holdiing L1, press R2. The cutter will rotate.

1 suggestion though, DO NOT use the free downloadable Obsidian suit when you are able to upgrade.

If you put it on you can't use any other suit in the game because it is considered a downgrade. It makes the game very easy and takes away from the experience of Dead Space.
