Well Marvelous is still publishing in Japan so I doubt they're making this with or for EA.. However depending on the situation with Ubisoft, EA could pick this up if they wanted too..

Well it seem Ubi isnt interested in this game anymore anyway... And with bigger budget of advertising that EA have done with their games I think EA is perfect choice for Marvelous to publish this game with EA on NA. Well thats my opinion...

Marvelous has a publishing deal with XSEED Games for NA, they will probably publish it. Rising Star Games will probably publish it in Europe, since they published the first one and also have a deal with Marvelous.

Yes they are. XSEED is the publisher for Marvelous games in the US. Since NMH2 will be a Marvelous game it will likely be published by XSEED.
