i think the 3ghz one is better because it has extra 1mb of L2 cache, i don't think the extra 100mhz on the other CPU is big deal

^Yes, this. You may be able to OC and get that extra 100mhz if you really wanted it too. Also, I didn't know they made an 89w version of the 6000+. Nifty.
...Not that I would ever want to get rid of my beloved 5400BE though. :D
Well if you notice the other one is 65nm unlike the windsor one which is 90nmk which means it might be able to oc decently too.
Go with the Windsor my friend. It has more cache and the difference is only 100 MHZ over the 6000+. You won't notice any difference there. Cache is what makes the Windsor the better processor.
Windsor. The 1mb cache is much better than whatever you will get overclocking the other model.
