Well I'm on 100Mbps fiber optical connection here in Japan, though you don't really get the top speed. For example, I did a test at that speedtest.net website and connecting to Tokyo from my city I got dl: 27.43 Mbps(+28,000 kbps) and ul: 11.14 Mbps(+11,400 kbps), though it is really fast. I pay about US $40/month for my connection with no dl/ul limits at all. I'm in an apartment so it's cheaper, as I think a house connection costs $15 to $20 more.

The speed does drop down though when connecting to the slower connections outside of the country. I don't use KDDI though(the ISP referred to in the story), so I'm not sure when my ISP might switch over to 1Gbps connections.
