I know somebody who's studying abroad in Japan. I believe he lives somewhere near Tokyo and he said he has a connection of like 40ish mb/s.

Good lord, thats damn near $3,800 just for their plan, add in the cost of the phone and taxes and you easily break $4,000. 

I'm sure its a nice technophile toy and all but I find it hard to believe that its $4000 good.

That makes no sense.  You get 100 megabits per second per second?  And are you sure you are looking at your internet connection, and not your LAN connection speed?
