It's probably a RPG since its at TGS. It could be an ICO game but that isn't really a Secret since people know about it already.

If it's not "Angel Rings" (made by the Legend of Dragoon team) then I officially give up on that game ever being released.

Could be that game that BBC journalist was raving about on more than one occasion a while ago. He said it was top secret so he could reveal nothing but he seemed to think what he had seen was mind-blowing (and although it was before GC he made it explicitly clear it was not Heavy Rain).
