This video basically confirms both of our theories 
Joystiq analyzes the trailer and comes up with the following (that we didn't already notice)
-You can see the Prophet of Regret's ship faintly in the background, meaning it's definitely set before the middle portion of Halo 2 (when the Chief killed him).
-The city is definitely New Mombasa, as confirmed by a sign that is briefly visible in one of the shots.
-They are indeed ODST pods (not Covenant like I speculated). They prove this by comparing them with images from the Bungie.net database.
Looks like this will be Bungie's answer to all the people who wanted to experience the Covenant occupation of Earth for themselves!

i expect extra story tweeks and a few new missions. mabey new levels.
halo 3 single player was boring, after killing the prophet level where the flud help you, i took it back. so mabey this may bring new life into it, halo is a fan game.

That analysis was pretty cool eagle. I haven't been around to read any of the speculation since about 10:30 so that's good to see that people figured it out. I would rather something new in the halo universe but whatever. We can't all have what we want.

Essentially, everyone new to the console would see a fresh game to purchase with double the campaign (maybe at a reduced price) and everyone already with the game that couldn't download the expansion but wanted it would buy the whole game again.
Then there are people that never quite jumped on the Halo 3 train that may be swayed.
