No it wouldn't be fair to say its the next Halo.
1. It hasn't been released yet
2. Resisetance 1 wasn't very good or genre defining on a console (Halo 1 was)
3. It hasn't got an established legacy.
4. Previews always make ALL games out to be amazing, and life changing.
5. This thread is just way premature.
If it was made when the game had actually been released then maybe it could be taken seriously. Currently all you will get in here is people who desperately want it to be true.

My prediction: NATAL WILL NOT help 360 sales. Maybe a 50-100k boost week 1, then a 30-70 k boost week 2, and back to the norm again after 3-5 weeks.

I think your misinterpreting what Halo is to it's fans. MGS I would say is more akin to Halo. Not in genre but in fans. Halo has a following where people make their own stories, build masterchief suits and play Lan parties as a job. MGS also has fans with their own stories, build models and so on. Resistance isnt like that.
MGS and Halo are more cult following now than just a fanbase. These 2 games matter so much to the fans, like Star Wars to it's fans.
Based on sales? No. Halo was a true killer app, almost single handedly responsible for keeping the Xbox platform from failing.
As a result, the Halo franchise became synonymous with the Xbox brand as it still is today.
Resistance may have the distinction of being one of the best initial games (arguably the best) for the PS3, but it would be a very tough job making a convincing argument that gamers were actually buying PS3s specifically for playing Resistance.
As the franchise continues to develop and improve, it may well be one of those platform defining franchises for the PS3, much like R&C was for the PS2, but the commercial performance of R2 has to be taken into consideration before making such a claim.
That being said, expect R2 to perform significantly better commercially than Resistance.

The mystique and cult following of series like MGS and Halo are definitely a large part of what defines both franchises. That really is a more fitting comparison, particularly since MGS4 has become synonymous with the PS3.
While MGS may be a smaller niche franchise than Halo, despite the 10 year history on the PS, that's due largely to the broader appeal of Halo. But, those who like the MGS franchise, typically consider it among the best franchises in gaming.
That's something Resistance just hasn't built up and really couldn't over a period of less than two years.
Maybe. Or maybe Kilzone 2. Seems like Sony is pushing Resistance more, but that is because the launch us closer.
