Keep a good distance and be prepared for his shots. Once he fires, jump to one block and shoot him. When he rams the floor jump as high as possible and shoot as fast as you can, but be prepared to move. Remember, keep as far as you can from him. I remember Splash Woman stage was easy too.

well, I beat galaxy man first, which was fairly easy. I don't know the best way to beat him, but I slowly took him down 1 shot at a time.
After that, I went back to concrete man, figuring that I could suck up all his shots. That didn't seem to work, but I beat him with the blaster no problem whatsoever. I didn't use any power-ups at all.
I then went to Tornado man, and beat that with no problem.
So I'm guessing it just took me 55 minutes of dieing before I finally got the hang of the game.
