I know nothing about Kairi besides the fact that she is friends with Sora and Riku.
I know nothing about Riku besides the fact that he is Sora's rival, and obviously has a thing for Kairi.

Character development seems to be little more than character backstories to you doesn't it. However, character development also means how a character changes through out the game. In fact, Kingdom Hearts has better character development than a lot of JRPGs

Sora had to go through many obstacles to find his friends and as a result became more mature.
Riku has to deal with the fact that he had darkness in his heart and didn't want Sora to see him knowing that. However, thanks to the efforts of Sora, he finally was freed from the darkness.
I am not so sure about what to say about Kiari but I will say that she did have to go through a lot of be reunited with Sora and Riku.
I'm not sure if this is character development to you but it is to me.
