VHS - DVD simply because it is analog to digital.

For picture quality I think you could argue either case, but it is largely dependent on the kind of TV you are using.

VHS-DVD



VHS to DVD because it introduced alternate camera angles, audio and commentary tracks, special features, main menus, scene skipping, and the upgrade was from analog to digital.

DVD to Blu-Ray does none of that. It's just a shinier Blu-Ray.

The first one...



To me it's got to be VHS to DVD. Going from a tape medium to optical disc drives. I still remember a lot of confused adults trying to figure out how to work a DVD player during the transition. At least with Bluray, all it is, is a larger storage medium with higher capabilities than the previous one.

Also blu-ray players can play back DVD's from the same drive. DVD players had to have a special slot to playback VHS's, and now you're seeing less of them.



vhs-dvd is a much bigger jump



VHS-DVD...no comparison



pretty unanimous so far, I was hoping for 1 or 2 DVD to Blu-Ray's to keep things interesting...
