@kowenicki - Well they need to tell people the basics and then stuff like how make stuff, how to make events, how to add stuff like quests(like where you can't pass a door until you kill 5 enemies, or collect x amount of collectibles, or find x item), also you can link levels together to form a campaign-- they have got to teach you how to do that...
Seriously if the tutorial levels manage to provide a few new things every level then they will be excellent -- i mean would you of preferred a 10 minute tutorial and then hell as you try to figure out how to do everything?
With DLC and User made content that 12 hours could potentialy be alot more than that. People may even skip the actual game for the DLC.

It's probably to really give players (and casuals) a feel for how you interact and things like that. I agree that it does seem like a lot, but it probably wont feel that extreme when you are actually playing it.
Probably wont be your generic "run of the mill" tutorial either. I believe it's probably just an expression to state that this part of the game will teach you the game mechanics in various ways and help you to get a feel for them.
