When I try to re-add them it tells me they're already in my list but they are not.

I don't think the people I'm trying to add declined me. Some of them were ones that sent me a friend request before which I accepted.

For example take a random person in your friends list, delete them, and then try to re-add them and it'll tell you they're already in your list even though they aren't actually there.

Maybe because the other guy still has you and it requires for him to re-accept, but he still has you on the list? At least that's what I think...
