They're probably from different development stages.
The 1st one is earlier where every enemy and Sonic (i'm assuming here) have circle shadows, and the 2nd one only the enemies have circle shadows.
So i guess we'll see ones soon with real time shadows on enemies too, but that's just me guessing.
Edit: And OMG you're right, there's more than just resolution... there's the HUD too xD

Thankfully, I found a beautiful workaround for you. There is this great thing called Steam, where you can gift games quite easily. I've been eyeing the artistic game Eternity's Child on it for some time, but never got around to buying it. There are no region issues on there, and the game is $5 (no tax).

Sega for not pushing the graphics better as I still think the top groups graphical quality is possible on Wii hardware and I think Sega is not done with detailing the game as even the bottom two pics have glaring differences.
IGN for declaring the top two pics were from Wii gameplay. Just looking at the different counters on the top left prove that they were not. bastards.
