People aren't talking about 360 exclusive games, they're talking about games that aren't on other home consoles.

They also aren't referring, necessarily, to AAA games.

Kyros and I have often argued this subject, and at one point I made a massive list. It was a lot of work. I'm not even in the mood to search my posting history right now. You could start by searching for the word "geometry wars" in my postings from about a month ago, until you find that list.

360 library quality in numbers...

40+ titles with 85% or higher
100+ titles with 80% or higher
220+ titles with 70% or higher (in comparions the PS3 only has 192 games in total)

I don't even own a 360, but I would say game wise it's the dominant console. The only reason I bought a PS3 over a 360 is that I wanted a blu-ray player, and I think the 360 hardware sucks. I know 3 guys with 360s and between them they've been through 10 360s and had a few discs ruined. I don't want the hardware but I do want the games. Luckily for me PC gets most of what the PS3 doesn't. But as far as consoles go, 360 has the clear advantage in games (again coming from a PSwii owner, that doesn't even have a 360)
