As long as Naz kept a close eye on the mods (and lately he has) to prevent abuse, that could work.

I think you should have to fill out a form and submit it to the IRS for approval each time you need to use the bathroom.

Too much work on the mods, and there's the off chance that some mods would never let through the threads of certain members simply because it was posted by them. If this were to be avoided it would entail mods actually reading the post in its entirety, which would make it doubly a pain in ass.
Besides; this is not Apartheid and there should be no need.
If a user (or users) keep making pointless threads; warn them not be morons and if it persists; kick them the hell out of here since they are worth practically nothing to the society in here anyways.

Well, that's my humble opinion at least.
