Read the quote again. It says, they probably won't show it to anyone OUTSIDE of Sony before 6-10 months. Considering Jaffe has said he wants to work in the PSN space, the game could conceivably come out at the end of next year. He's already stated that his game is going to be either a small PSN game (like Calling all Cars) or a PSN/Blu Ray game (like Warhawk, GT5: P, Socom, etc) Those games don't have the kind of lead times that full fledged Blu-ray releases have.

Socom: Confrontation was announced and shown May 2007 and will see release October 2008.
Gran Turismo 5: Prologue was announced and shown July 2007 and released in Japan in December 2007, the rest of the world April 2008.
Siren was announced and shown April 2008 and was released July 2008.

A. May - Oct = 17 months. Not 24...
A2. How is 28 months remotely close to 36 months?
b. Just because GT5 is still in development doesnt make the anouncement for GT5p any longer. They announced GT5P not GT5.
C. So? a PSN game being released on Blu-ray. Just like warhawk and GT5p (this isn't an arcade game like Geometry Wars or SSHD)
