Use your first power-up shortly after you get it, to make sure he doesn't stockpile two or three attacks himself. After that, save up your power-ups when possible, although feel free to use the Amp ones fairly quickly, as it doesn't bring his bar down much but WILL stop him from accumulating another power up. Once you have three attacks, wait for him to get to a difficult session, then unleash them in sequence, one after the other. If you can survive the first three minutes, this strategy always succeeds.

Edit: Lou is the final boss, and a total jackass on the harder difficulties. The fact that the song is pretty tough by itself doesn't help matters.
