There are high quality games in the library, but so much shovelware (from 3rd parties, that tend to sell millions eg Sonic and the Secret Rings) throws off the average.....

I understood what points you were trying to make with Mario & Sonic and Guitar Hero; I was just pointing that, as written, your statements were circular and complete non sequitirs ("the world is round because it is round" is an example of the logic you were using).
By the by, I liked Guitar Hero III much more than II (but not more than I), but that's a personal opinion, and purely an aside.
It is with the rest of your post that I take so much more issue with. "But...when higher profile games flop on (the Wii)" is a statement that is 100% unsupported. In fact, it's completely backwards! I can only think of one high-profile third party Wii game that "flopped" (by which I mean sold under its publisher's expectations). Let us begin with the only high budget third party Wii games that have released so far. According to Nintendo, Guitar Hero III sold the most units on the Wii (Indeed, it's the only system where the game is STILL selling). Red Steel went platinum despite being quite mediocre; it sold so well that they're making a Wii-exclusive sequel. Raving Rabbids also went platinum (both of them), and is thus being turned into an annual franchise. And that, so far, marks the only high-budget Wii games released so far, all of which have exceeded their publishers' expectations BY FAR.
But perhaps you had a different definition of "high profile", one not pertaining to a game's budget, but its internet hype. Fair enough. Unfortunately for you, you're wrong there too. Let us take the three games you yourself (tragically) selected as examples.

Okami, a game which had roughly no budget to speak of, in development (total staff: twelve) or advertisement (near-nil) still met its publisher's expectations for it by meeting the same amount of sales that its PS2 counterpart did. Granted this doesn't mean it lit up the charts, but considering it's equalled the sales of the PS2 version despite releasing two years later, Capcom doesn't seem to mind, and neither should you.

No More Heroes, a game released by Suda51, a niche developer if ever there was one, also had no advertising to speak of (or did you not notice the bitching some have done on the issue?). Nonetheless, Marvelous Entertainment went out of its way to highlight it as a game that's quite profitable. Indeed, it is far and away the most successful Suda51 game ever. They even threw a party to celebrate its success. There was a cosplayer and everything. It was awesome.

You'll notice that in the "success" column, Zak and Wiki is prominently listed. Again, Capcom actually seems happy at their game's sales, which is makes it very hard to call it a flop. And this is the same Capcom that called out We Love Golf and Devil May Cry IV on the PC for having such lackluster showings, so it's not a company that's shy about saying its games bombed.
As to the articles you allude to, may I suggest it's because many journalists don't pay much attention to details, and love to throw tantrums when they're not the exclusive focus of everyone's attention? Or have you not noticed how they dump on Wii Sports, despite the fact that it's arguably the biggest system seller of all time?
Finally, your use of rankings to determine which console is full of shovelware and which isn't. I really wouldn't play that game, since again metacritic has the most influential game of this generation at 78. More importantly, you might notice that the PS2 has far and away the lowest aggregate score of the last generation. Does that mean that the X-Box and the Gamecube are better systems, because they have less shovelware? As you yourself said, there's cream and there's crap on the system: you neglected to mention that the same thing happens to every console leader ever!
